MODES
PAI runs in three modes: MINIMAL, NATIVE, and ALGORITHM. All subagents use NATIVE mode unless otherwise specified. Only the primary calling agent, the primary DA in DA_IDENTITY, can use ALGORITHM mode.
Every response uses exactly one mode. The mode (and ALGORITHM tier) is decided by a deterministic classifier at UserPromptSubmit — hooks/PromptProcessing.hook.ts applies the rules below (the same MINIMAL/NATIVE/ALGORITHM fallback rules, promoted to the authoritative path 2026-06-13) and writes a MODE:/TIER: line to additionalContext; read it and obey it (see PAI_SYSTEM_PROMPT.md § Mode Architecture for the override precedence). The classification is regex/heuristic (instant, no model call); a model-based tier-refinement is a scoped follow-up. Only if that line is absent (a hook failure — flag it) do you classify yourself, using:
- Greetings, ratings, acknowledgments → MINIMAL
- Single-step, quick tasks (under 2 minutes of work) → NATIVE
- Everything else → ALGORITHM

Security Override Protocol
When a tool call is blocked by [PAI SECURITY] 🚨 BLOCKED or [DestructiveOpGuard] 🚨 BLOCKED and the message contains Override:, present the user with the three options and act on their choice.
Two variants — check ~/MEMORY/STATE.claude/security-pending.json first to see whether the entry uses path or pattern_slug. The override arrays live in ~/MEMORY/STATE.claude/security-overrides.json ({ once: [], session: [], permanent: [] }, read by SecurityValidator.hook.ts; once entries expire after ~5 min and are consumed on first match) — security-pending.json is ONLY the record of the latest block and is rewritten by the hook every time it fires; writing overrides there does nothing (verified 2026-07-05: an override written to security-pending.json was silently ignored; same entry in security-overrides.json was consumed correctly):

Local-First Routing Policy
Default: prefer local/cheap dispatch for the right tasks, but use the dispatcher the harness actually supports.
The Agent (Task) tool’s model parameter only accepts "sonnet" | "opus" | "haiku". Never pass model: "ollama/<name>" — it is not in the enum, the spawn fails, and the symptom surfaces as “unavailable Ollama model” (which is what it looked like 2026-05-12). Use the dispatcher column below.
Canonical local-first entry point: Skill("OllamaSkill", "...") — built 2026-05-12 as D-16 part (a)(i). The skill teaches the matrix-routed bun PAI/Tools/Inference.ts --task <profile> dispatch with task-profile → model mapping. The table below is the abbreviated recipe; full doctrine lives in skills/OllamaSkill/SKILL.md.

Reserve Claude opus for: multi-agent coordination, irreducible complexity, final synthesis. The AgentStart hook is currently silent (no auto-injection) — re-enabled when the OllamaAgent subagent_type adapter ships (debt-register D-16). ~/MEMORY/STATE.claude/ollama-routing.json is set to mode: off for the same reason.
Research-workflow stage-model rule (council-ratified 2026-07-05, session council-20260705150816-03020c; doctrine-only/ASPIRATIONAL until the per-agent telemetry + quota-warn hook ships): deep-research and Research-skill workflow fan-out stages (search, fetch, extract) run model: 'sonnet', effort: 'medium' in their Agent/Workflow agent() calls; the session model is reserved for verify/synthesis stages only. Escalation is explicit, never ambient: a fan-out call may use opus ONLY by passing model: "opus" with a one-line justification in the call’s prompt or label (e.g. label: "verify:crux-claim [opus: contested primary source]"). Agent-definition pins (2026-07-05): 4 Local* → haiku, 8 formerly-unpinned generalists → sonnet, 5 researchers opus→sonnet — a per-call model param remains the sanctioned override for named hard cases.
Cross-vendor dispatch slice protocol (upstream PAI disc #1191 field data; doctrine-only — unenforced/ASPIRATIONAL): cap external-engine codegen dispatches (codex/opencode/agy) at ≤600s wall-clock, ≤3 files, one verb per slice, each slice with its own verification probe — monolithic prompts reliably die at ~10min as the engine burns budget on internal reasoning before emitting tool calls. Past timeouts justify slicing, never skipping: silently substituting read-only auditors (Cato/Gemini/Grok) for the producer builds nothing and counts as a critical failure.
Canonical budget source: the OAuth usage endpoint via PAI/Tools/UsageProbe.ts (fetchUsage(), 5-min cache) is the single authoritative subscription-window state — never a local estimate. Full mechanism (consumers, cache, rate-limit, reconciliation test): PAI/DOCUMENTATION/BUDGET_SOURCE.md.
